Many organizations want to explore second-chance hiring but struggle with concerns around risk, safety, legal compliance, performance, and workplace culture. At the same time, Washington’s updated Fair Chance laws are changing how employers evaluate and discuss criminal history in the hiring process.
In this candid and practical session, Ty shares what successful employers actually do differently when second-chance hiring works well. Drawing from lived experience, workforce leadership, and years working directly with employers and justice-impacted job seekers, we’ll break down the systems, policies, and management strategies that reduce risk while expanding access to talent.
This is not a “feel-good” presentation about giving people a chance. It’s a practical discussion about hiring strategy, leadership, accountability, and building systems that support both business outcomes and employee success.

Ty Reed is a workforce development leader, speaker, and recovery career coach specializing in second-chance hiring, recovery-friendly workplaces, and employment strategies for individuals with barriers to employment.
He currently serves as Reentry Manager for the Washington State Employment Security Department, where he leads statewide efforts focused on improving employment outcomes for justice-impacted individuals. He is also the Executive Director of Recovery Career Services, a nonprofit organization that helps people in recovery and reentry build sustainable career paths while supporting employers in developing practical, risk-conscious hiring and retention strategies.
Drawing from both professional expertise and lived experience, Ty brings a candid, practical, and often humorous perspective to topics surrounding workforce development, leadership, accountability, and workplace culture. His presentations challenge organizations to rethink how they evaluate talent, manage risk, and support employee success.
Ty has presented for workforce development organizations, HR associations, recovery conferences, correctional systems, and employer groups across Washington State.
